December 4, 2001
The Hull Board of Selectmen meeting was called to order at 7:32pm on Tuesday evening, December 4, 2001 at the Hull Municipal Building, 253 Atlantic Avenue, Hull, Massachusetts.
Present: Timothy MacKenzie, Chairman; Thomas Burns, Clerk; John Reilly, and Regina Burke, Member. Also present was Phil Lemnios, Town Manager and James Lampke, Town Counsel.
Not Present: Joshua Cutler, Vice Chairman
Edward Petrilak, Chief Facility Manager of the Wastewater Treatment Plant appeared before the Board to present a proposal to enter into a contract between Hull and the Homeowners Association of the Jerusalem Road Estates in Cohasset, which consists of 25 residential structures, to tie into Hull's sewer system.
Projection of the amount of effluent is 13,750 gallons per day, he said, which he described as insignificant. In return, the buy-in fee is $650,000. of which $20,000 is to be paid upon signing the contract; $20,000 in six months; and $610,000. after the project is permitted, he said.
In addition, he told the Board, funds in the amount of $20,000.(non-refundable) will be given to us to be used toward upgrading the pump station and line improvements. The line connection to Hull will allow two Hull Homes, not currently connected, to be connected.
Petrilak said the money will be used for upgrading the existing pumping stations and systems. He estimated the capacity of the plant at 3.7 million gallons per day with present use at 2.2 million per day. There is more than enough capacity, and once we have identified and eliminated the million gallon per day infiltration there will be considerably more excess capacity, he said.
Lemnios recommended acceptance.
MOVED-Burns: To approve the agreement for wastewater disposal between the Town of Hull and Jerusalem Road Estates Homeowners Association for 13,750 gallons per day for consideration of $675,000.
